Constitution
The following is the full text of Act 1 of the Kingdom of Fridgerton, laying out the supreme law of the land.
Be it enacted by the Monarch of the Kingdom of Fridgerton, who, by the authority of the Crown, drafted and ratified the following constitution.
The Aim of Act 1 of the Kingdom of Fridgerton is to lay out the supreme law of the land. The laws in the Kingdom of Fridgerton should be consistent with this constitution and the constitution of the Republic of Malta. This constitution aims is to set in stone how the Kingdom of Fridgerton will work.
The Kingdom of Fridgerton is a Micronation, and not claiming to be a Macronation. Its main aim is to be a political simulation and not to incite any territorial claims against the Republic of Malta.
Chapter 1 – The Kingdom of Fridgerton
Section 1 – The official name of this Micronation is the ‘Kingdom of Fridgerton’.
Section 1.1 – The name to be used when referring to the Kingdom of Fridgerton in an informal manner is ‘Fridgerton’.
Section 1.2 – The citizens of the Kingdom of Fridgerton are called ‘Fridgertian’.
Section 1.3 – The online branding of the Kingdom of Fridgerton is ‘Fridgertian’, highlighting the citizenship aspect of citizens of the Kingdom of Fridgerton.
Section 2 – The Kingdom of Fridgerton consists of 3 separate territories and virtual territory.
Section 3 – The form of government is an Absolute Monarchy, with the Monarch being the Head of State and Head of Government.
Section 4 – The official languages of the Kingdom of Fridgerton are Maltese and English.
Section 4.1 – The Maltese language is considered as the national language, being used for internal legal matters, and taking precedence when it comes to official bi-lingual documents.
Section 4.2 – The English language is considered as an official language, being used internally and externally for the everyday business carried out by the Kingdom of Fridgerton.
Section 5 – The Kingdom of Fridgerton endorses the Roman Catholic faith as its official religious belief.
Section 5.1 – Whilst the Kingdom of Fridgerton is a Roman Catholic micronation, the faith does not hold any superiority than any other religion, meaning that citizens, including its Monarch are free to practice any religion in public.
Section 6 – The Kingdom of Fridgerton recognises that all individuals have Fundamental Rights and Freedoms.
Section 6.1 – The Charter of Human Rights of the Kingdom of Fridgerton highlights the rights granted to Fridgerton citizens.
Section 6.2 – Rights granted by this Constitution are not absolute, meaning that the Monarch has the right to overturn any section of this constitution, given that they publish a reason for doing so.
Section 7 – The National Currency is that of the Fridgertian Lira, with an exchange rate pegged to the Maltese Lira, meaning a fixed exchange rate to the Euro of F£1.00 = €2.33.
Section 8 – The National Motto is “Together, we can be the change” – Flimkien, nistgħu nkunu d-differenza”.
Section 9 – The National Animal is recognised to be the Unicorn.
Chapter 2 – Symbolism
Section 1 – The National Flag of the Kingdom of Fridgerton and The Royal Standard of the Kingdom of Fridgerton are to be flown according to the following regulations.
Section 1.1 – The National Flag consists of two equal vertical stripes, with a Dark Blue colour (#012169) on the side of the flagpole and a Dark Pink colour (#ad227e) on the opposite side.
Section 1.1.1 – The National Flag is the Flag that represents the Kingdom of Fridgerton and its citizens.
Section 1.1.2 – The National Flag is what represents the citizens of the Kingdom and is collectively owned by the Citizens and the Crown.
Section 1.2 – The Royal Standard consists of the Coat of Arms of the Kingdom of Fridgerton, set upon a Very Dark Blue (#001239) background with the colours of the flag, alternated Dark Blue, Dark Pink, Dark Blue, in the form of a striped pattern, surrounded by a black (#000000) border on both ends.
Section 1.2.1 – The Royal Standard is the flag that represents the Monarch of the Kingdom of Fridgerton.
Section 1.2.2 – If the National Flag is being flown in a building where the Monarch is in, the Royal Standard shall be flown next to the National Flag.
Section 1.2.3 – The Royal Standard is solely owned by the Crown.
Section 2– The Coat of Arms of the Kingdom of Fridgerton are to be designed according to the following regulations.
Section 2.1 – The Coat of Arms consists of a shield, with the colours of the flag according to Chapter 2 Section 1.1. This part of the shield has two vertical rounded rectangles, representing a fridge handle. These rectangles are coloured the colour of the opposite side of the shield. On top of the shield there shall be a crown, representing the Monarchy. This crown has a 45° rotated Maltese Cross on top.
Section 2.1.1 – The Coat of Arms shall be used in all official documents produced by the Kingdom of Fridgerton.
Section 3 – The Logo of the Kingdom of Fridgerton is to be made as the following regulations.
Section 3.1 The Logo consists of the Coat of Arms, with the text “Kingdom of Fridgerton” written next to it. This text is split in two separate lines.
Section 3.2 The text can be either White or Black, and can be placed on the left side and/or the right side of the Coat of Arms.
Section 4 – The National Anthem is Rick Astley’s Never Gonna Give You Up
Section 5 – The Royal Anthem is a Fridgertian version of God Save the King
Section 5.1 – The version used by the United Kingdom can be used alternatively.
Section 5.2 – The Royal Anthem is to be played after the National Anthem in formal events where the Monarch is present.
Section 6 – Other symbols such as National Holidays, National items and such things are to be announced and amended via a Royal Proclamation rather than a Constitutional Amendment.
Chapter 3 – Citizenship
Section 1 – Everyone, no matter their sex, gender identity, sexual orientation, race, skin colour, physical ability, or religion, considering they meet the other criteria for citizenship, are eligible for citizenship.
Section 2 – Anyone who agrees to be loyal to the Crown and the Micronation, is eligible for citizenship.
Section 2.1 – Swearing loyalty to Crown and to the Micronation is not practiced since the Kingdom of Fridgerton believes in trust.
Section 3 – Citizenship of the Kingdom of Fridgerton is fully online and does not cost anything to apply.
Section 4 – Citizenship of the Kingdom of Fridgerton can be denied to applicants based on the decision of the Monarch.
Section 4.1 – The Monarch of the Kingdom of Fridgerton can deny citizenship to any applicant only if a reason for denial of citizenship is published.
Section 5 – The Monarch of the Kingdom of Fridgerton has the right to revoke citizenship to any current citizens of the nation, if a reason is published.
Section 5.1 – If a former citizen wishes to apply for citizenship again, they are able to do so.
Section 6 – The Kingdom of Fridgerton is a Tax-Exempt state for all its citizens.
Section 7 – There is a classified list of individuals who are not allowed to become citizens. This is a list written and held by the Monarch, and only declassified if the Monarch decides.
Chapter 4 – Monarchy
Section 1 – The reigning house of the Kingdom of Fridgerton is the House of Lefleur
Section 1.1 – The Head of the House of Lefleur is automatically granted the title and powers of the Crown of the Kingdom of Fridgerton, which therefore cements their position as Monarch of Fridgerton.
Section 1.2 – The first head of the House of Lefleur is George Vella, the sole founding father of the House.
Section 2 – The Monarch of the Kingdom of Fridgerton is to be crowned as follows.
Section 2.1 – Upon the creation of the Kingdom of Fridgerton, the head of the House of Lefleur automatically assumes the role of Monarch in the Kingdom of Fridgerton.
Section 2.2 – Whilst a coronation ceremony is expected to take place eventually, the Monarch automatically assumes power.
Section 2.2.1 – The coronation is a ceremonial activity, similar that of the United Kingdom.
Section 2.3 – The Coronation ceremony should be held in private, however a proclamation before and/or after the ceremony can be published.
Section 3 – Should the Monarch of Fridgerton abdicate, a new Monarch is to be selected as their successor.
Section 3.1 – A line of succession does not currently exist.
Section 3.2 – The Monarch is to pre-select a person to become the Monarch should they abdicate.
Section 4 – Should the Monarch pass away, the following is to take place.
Section 4.1 – A period of ten days of National Mourning should be followed.
Section 4.2 – The pre-selected successor automatically becomes Monarch.
Section 4.3 – The deceased Monarch becomes the Emperor of Fridgerton, a ceremonial title as an acknowledgment of their service to the Kingdom of Fridgerton during their lifetime.
Section 5 – Should the Monarch of Fridgerton be unable to carry out their duty, the person whom the Monarch selected as their successor will be temporarily Acting-Monarch, signifying that they hold the power of the crown, but are not the Monarch of the Kingdom.
Chapter 5 – Royal Titles
Section 1 – The Monarch of the Kingdom of Fridgerton is styled as “His Majesty” OR “Her Majesty” OR “Their Majesty”.
Section 2 – The Monarch of the Kingdom of Fridgerton is bestowed the title of “King of Fridgerton” OR “Queen of Fridgerton” OR “Monarch of Fridgerton”.
Section 3 – Chapter 4 Section 4.1 and Chapter 4 Section 4.2 are not mutually exclusive, meaning the gender of the preferred style and preferred title may differ accordingly.
Section 4 – The Monarch is able pick the way they style themselves depending on the situation. The following is a non-exhaustive list of titles the Monarch can use:
Section 4.1 – “Prince of Fridgerton” OR “Princess of Fridgerton”, “Duke of Fridgerton” OR “Duchess of Fridgerton”, “Lord of Fridgerton” OR “Lady of Fridgerton” and “Grand Master of Fridgerton” OR “Grand Mistress of Fridgerton” OR “Grand Ruler of Fridgerton”.
Section 5 – Apart from the aforementioned styles, the Monarch also has the right to use any other titles or honorifics they deem appropriate, such as “Defender of the Faith”, “Supreme Commander of the Armed Forces”, or “Protector of the Realm”.
Section 5.1 – The official title and style of the Monarch is adaptable, however a standard will be published by a Royal Proclamation.
Section 6 – HM Queen Elizabeth II, the late Queen of the United Kingdom of Great Britain and Northern Ireland is recognised as the ‘High Queen of the Kingdom of Fridgerton’.
Section 6.1 – Since Queen Elizabeth II is recognised as the High Queen of the Kingdom of Fridgerton, the Monarch has the right to use any Titles and Styles bestowed upon her during her lifetime, such as “Queen of Malta”.
Section 6.2 – In compliance with Chapter 5 Section 2.1, Titles and Styles of the late Queen Elizabeth II to be used by the Monarch can be changed to use either Male, Female or Gender-Neutral Titles and Styles, such as “King of Malta”.
Section 7 – The Monarch of the Kingdom of Fridgerton can bestow Awards and Decorations upon both citizens and non-citizens as recognition from the Kingdom of Fridgerton.
Section 7.1 – The “Order of Saint George” is the highest decoration.
Section 7.1.1 – The Grand Ruler of the Order is the Monarch of the Kingdom of Fridgerton.
Section 7.1.2 – The Order consists of three ranks:
Section 7.1.2.1 – Knight Grand Cross (KGCG) / Dame Grand Cross (DGCG)
Section 7.1.2.2 – Commander (CSTG)
Section 7.1.2.3 – Officer (OSTG)
Section 7.2 – The “Royal Order of the Diamond Unicorn” is the second highest decoration.
Section 7.2.1 – The Princess Regnant of the Order is the Monarch of the Kingdom of Fridgerton.
Section 7.2.2 – The Order consists of two ranks:
Section 7.2.2.1 – Royal Lord (RLDU)/ Royal Lady (RLDU)
Section 7.2.2.2 – Royal Knight (RKDU)/ Royal Dame (RDDU)
Chapter 6 – Limited Separation of Powers
Section 1 – Referring to Chapter 1 Section 3, the Monarch of the Kingdom of Fridgerton is the Head of State and the Head of the Government, until the threshold of 100 citizens is reached, then the Head of Government would be elected by the Chamber of Deputies.
Section 2 – This Chapter of the Constitution is only to be enacted the number of citizens of the Kingdom of Fridgerton Reaches 100.
Section 2.1 – If this threshold is reached, these systems are established and the citizenship count dips under 95% of the threshold, the systems are to be abolished.
Chapter 6.1 – The Legislative Branch
Section 1 – The Chamber of Deputies is the sole legislative body of the Kingdom of Fridgerton.
Section 2 – The Chamber of Deputies has 20 seats, with extra seats being reserved to be used if necessary.
Section 3 – Elections for the Chamber of Deputies are to use the Single Transferrable Vote, with any political party required to at least secure 2 seats in the Chamber of Deputies or be registered as an independent candidate.
Section 3.1 – Candidates are to register their intention to contest the election with the Monarch.
Section 3.2 – The Monarch is to form an Electoral Committee that leads the process and regulations for the Elections.
Section 4 – Acts of Parliament are to be passed as follows:
Section 4.1 – A Member of Parliament proposes an Act of Parliament.
Section 4.2 – The Members of Parliament debate, scrutinise, and propose any amendments to the bill.
Section 4.3 – A vote is held in the Chamber of Deputies, with a simple majority needed for the bill to pass.
Section 4.4 – The Bill is then presented to the Monarch. After the bill receives Royal Ascent, it becomes law.
Section 5 – Constitutional Roles within the Chamber of Deputies
Section 5.1 – The Speaker of the Chamber.
Section 5.1.1 – The Speaker of the Chamber is responsible for overseeing Parliamentary Sittings, giving MPs the right to speak, to vote and to declare the outcome of votes held within the Chamber.
Section 5.1.2 – The Monarch of the Kingdom of Fridgerton automatically assumes the role of Speaker of the Chamber.
Section 5.2 – The Prime Minister of the Kingdom of Fridgerton
Section 5.2.1 – The Prime Minister of the Kingdom of Fridgerton is responsible for selecting MPs to be Ministers, leading the Cabinet, representing the Government as a whole and advising the Monarch.
Section 5.2.2 – The leader of the Governing Party or Coalition automatically assumes the role of Prime Minister.
Chapter 6.2 – The Executive Branch
Section 1 – The Monarch is the sole executive body of the Kingdom of Fridgerton.
Section 1.1 – The Monarch is to exercise the powers of the Executive either on request of the Government or unilaterally.
Section 2 – The Government is to be formed of a party holding no less than 45% of the seats of the Chamber of Deputies.
Section 2.1 – If no Party holds 45% of the seats, the Monarch should lead talks with party leaders to decide the possibility of forming a coalition.
Section 2.2 – If coalition talks fail, another election is to be scheduled.
Section 2.3 – Should coalition talks continually fail after 3 elections, the roles of the Government are to be assumed by the Monarch for an indefinite amount of time.
Section 3 – The Cabinet should be formed by at least 4 MPs, with the Monarch being automatically appointed as Minister of Interior Affairs and Minister of Foreign Affairs
Chapter 6.3 – The Judicial Branch
Section 1 – The Judicial Branch will not be set up until an extraordinary sitting of Parliament is held.
Section 1.1 – Until then, the sole Judicial Power is to be held by the Monarch.
Section 2 – The establishment of a Judicial Branch requires a Constitutional Amendment.
Chapter 6.4 – Governance
Section 1 – Emergency Powers can be enacted in extraordinary times. These give the Monarch ultimate control on the micronation. The only limitations are the following.
Section 1.1 – The Crown and the Institution of the Monarchy in the Kingdom of Fridgerton are protected and cannot be dissolved.
Section 1.2 – The Micronation cannot be dissolved whilst Emergency Powers are active.
Section 1.3 – Emergency Powers can be activated whenever the Monarch decides to and expire in a year unless renewed by the Monarch.
Section 2 – The constitution can be altered by the vote of 15 of the 20 Members of the Chamber of Deputies.
Section 2.1 – If the system of Separation of Powers is not currently functioning, the Monarch has the power to alter the constitution unilaterally.
Chapter 7 – Territory
Section 1 – As stated in Chapter 1, Section 2, the Kingdom of Fridgerton consists of 3 separate physical territories.
Section 1.1 – Since virtual territory is not set in stone and can be easily created and abandoned, the website of the Kingdom of Fridgerton together with other online experiences owned and/or created for the Kingdom of Fridgerton can be considered as virtual territory.
Section 2 – Ħan-Ġemma consists of the fields owned by the Monarch’s family in Binġemma, Mġarr.
Section 2.1 – Ħan-Ġemma is the administrative capital city of the Kingdom of Fridgerton
Section 2.2 – Ħan-Ġemma is the only internal territory that has city-status.
Section 2.3 – Ħan-Ġemma is the only internal territory under the administrative control of the Kingdom of Fridgerton.
Section 3 – Tal-Kunserva consists of the Victoria Lines, the Binġemma Chapel, Cart Ruts, Punic Tombs and other historical artifacts found in the Binġemma area.
Section 3.1 – Tal-Kunserva is recognised as a Conservation Area, with the primary aim being to raise awareness and to protect the historical richness of Mġarr and specifically Binġemma.
Section 3.2 – Tal-Kunserva is an internal territory not under the administrative control of the Kingdom of Fridgerton.
Section 4 – Triq Binġemma consists of the road connecting the two aforementioned territories.
Section 4.1 – It also consists of the Binġemma Valley.
Section 4.2 – Triq Binġemma is an internal territory not under the administrative control of the Kingdom of Fridgerton.
Section 5 – The process of Territorial Acquisition requires a Constitutional Amendment for it to be ratified.
Chapter 8 – Military
Section 1 – A permanent army is not to be established in the Kingdom of Fridgerton.
Section 1.1 – In the extraordinary circumstance that the Kingdom of Fridgerton needs to defend itself against foreign aggression, the Monarch has the power to organise a temporary military for self-defence of the micronation.
Section 1.2 – The Monarch is recognised as Supreme Commander of the Royal Armed Forces, whenever they might be set up.
Section 2 – A Royal Navy should eventually be set up.
Section 2.1 – The Monarch of the Kingdom of Fridgerton is tasked to within a year, create a Royal Navy, with at least one boat.
Section 2.2 – The Monarch is recognised as the Chief Admiral of the Royal Navy.
Section 3 – A Royal Air Force should eventually be set up.
Section 3.1 – The Monarch of the Kingdom of Fridgerton is tasked to within a year, create a Royal Air Force, with at least one flight-capable vehicle.
Section 3.2 – The Monarch is recognised as the Chief Marshal of the Royal Air Force.
Section 4 – A Nuclear Deterrent is to be established to protect the Kingdom of Fridgerton from any potential conflicts.
Section 4.1 – The Monarch is to research the possibility of developing or acquiring Run & Drop Nuclear bombs, Nuclear Rockets or Nuclear Submarines.
Section 4.2 – Whilst the Kingdom of Fridgerton believes in creating a peaceful world, the Nuclear deterrent is aimed at helping the Kingdom of Fridgerton to achieve that goal by deterring any potential agressors.
Section 4.3 – The nuclear weapons are obviously not real nuclear weapons, but replicas.
Chapter 9 – Purpose
Section 1 – A Purpose of the Kingdom of Fridgerton is a more United Europe
Section 1.1 – The Kingdom of Fridgerton believes in a a United European Continent.
Section 1.2 – The Kingdom of Fridgerton believes in moving towards the eventual formation of a Continental Federation.
Section 1.3 – Until the Island of Cyprus is no longer illegally occupied by Turkish forces, the Kingdom of Fridgerton does NOT support the the Republic of Turkey joining the European Union.
Section 2 – Another Purpose of the Kingdom of Fridgerton is advocating for peace.
Section 2.1 – The Kingdom of Fridgerton believes in a Rules-Based order and is in favour of the following to end ongoing conflicts in the best light possible.
Section 2.1.1 – Ending the Russian Invasion of Ukraine with a Ukrainian Victory, and with Russia starting the transition into becoming a democratic state.
Section 2.1.2 – All UN Member states recognising the independence of the Republic of Kosovo.
Section 2.1.3 – The island of Cyprus being reunited as the Republic of Cyprus, with the Republic of Turkey renouncing any claims to sovereignty over the illegally occupied part of Cyprus.
Section 2.1.4 – The State of Israel immediately ceases the atrocities being committed in Gaza.
Section 3 – The purpose of the Kingdom of Fridgerton is not to secede from Malta as an independent state. We do not want any diplomatic issues with the Republic of Malta, and therefore are not seceding as a nation, but as a micronation.
Section 3.1 – The aim of the Kingdom of Fridgerton is to be a political simulation, and not an earnest attempt at seceding from the of the Republic of Malta.
